Claude Code for businesses in Peru
Peru is one of the first countries in the region with an artificial intelligence regulation in force, and the first compliance deadline is September 10, 2026. This guide covers what Claude Code is, how it is implemented in a Peruvian company, what Law 31814 and Law 29733 require, and what it costs.
Short answer
To implement Claude Code in a Peruvian company, the order that works is: pick one repetitive, expensive process; run a scoped assessment that defines what to automate and with which technology; build that first case through to production with a metric behind it; and only then scale to other processes.
What sets Peru apart from the rest of the region is the legal framework. The Law 31814 regulation has been in force since January 22, 2026 and its obligations phase in by sector, with the first deadline on September 10, 2026 for health, education, justice, security, economy and finance. In Peru, AI automation does not start with the tool: it starts with knowing which tranche your company falls into.

The Law 31814 regulation and the sector schedule
Law 31814 promotes the use of artificial intelligence, and its implementing regulation, approved by Supreme Decree 115-2025-PCM, came into force on January 22, 2026. It takes a risk-based approach: the greater the system potential impact on people, the heavier the obligations. It expressly prohibits systems that manipulate human behavior harmfully and mass biometric surveillance in public spaces without a court order.
What shapes a company plan is not the prohibition, which reaches few cases, but the calendar. Obligations do not begin on the same day for everyone.

Why this changes the order of work
Elsewhere in the region you can automate first and document later. In Peru, if your company is in the first tranche, documenting what the system does and which data it operates on is part of the project, not a follow-up task. Writing it down while building is cheaper than reconstructing it later on a live system.
Electronic receipts: what changed at SUNAT
Under Superintendency Resolution 000075-2026/SUNAT, in force since June 1, 2026, every company registering for a RUC must issue electronic receipts from its first day of operations. The adaptation period that used to allow starting on paper and migrating later is over.
For an already-operating company, the practical effect is not in issuance but in reconciliation: more electronic documents in circulation, from more suppliers, in formats that do not always match. This is exactly the kind of process where an agent pays off: variable input, identifiable rules about which fields must match, and a verifiable outcome against the SUNAT response.
Data protection: what Law 29733 requires
The Law 29733 regulation, approved by Supreme Decree 016-2024-JUS, has been in force since March 30, 2025. It broadened the definition of personal data to include location and online identifiers, requires certain organizations to appoint a data protection officer, and lets individuals request their data in a reusable format. Fines range from 0.5 to 100 UIT depending on severity: with the 2026 UIT at S/ 5,500, the ceiling exceeds half a million soles.
When the system being implemented uses customer data, the two laws overlap: 29733 governs the data and 31814 governs the system processing it. On the vendor side, Anthropic commercial terms state it does not train its models on API, Team or Enterprise customer content, and the API offers a zero data retention agreement. The other half depends on implementation: what data the agent sees, what it should never see, and whether the processing is documented.
