How to tell them apart in practice
Ask your chatbot a real customer question that depends on data that changes: "do you have size 42 in the Palermo store?", "what is the status of order 4521?". If the answer is a generic one ("check availability with an agent") it is a flow-based chatbot. If it answers with the real data, it is an AI agent.
"What are your business hours?" gets answered well by both: it is in any script. The difference only shows up in the volume of questions the script did not plan for, and that volume grows with the size of the business.
