The free WhatsApp Business app is enough for one number handled by a single person. As soon as more than one agent needs to answer, or you want to automate replies, you need the API. Here is the real difference between the two, when to migrate, and what you lose moving from one to the other.

The WhatsApp Business API has no app and no phone: it is a connection a Meta-authorized provider gives you so several people, a chatbot or an AI agent can answer from the same number at the same time.
The question that actually separates one from the other is not the size of your business, it is this: does more than one person (or a bot) need to answer from the same number, at the same time, without stepping on each other? If the answer is no, the app is enough. If it is yes, you need the API.

When each one makes sense
If you are one person answering a small number
The free app is enough. Migrating to the API before you need it is a cost with no benefit.
If more than one person needs to answer from the same number
You need the API with at least a multi-agent inbox, so no one steps on anyone or answers the same thing twice.
If you want to automate FAQs with a fixed script
The API with a flow builder is enough, as long as the questions do not change often.
If the bot needs to answer with real stock, price or order status
You need the API with an AI agent connected to your system, not a fixed flow.
How to migrate, in four steps
1. Pick an authorized provider
A multi-agent inbox, a flow builder or an AI agent, depending on what you need from the previous section.
2. Verify your business with Meta
The provider usually helps with the process, but Meta is the one who approves it, and it can take from a few days to a couple of weeks.
3. Export your history if it matters
The app history does not automatically move to the API. If you need it, export it before migrating the number.
4. Connect the number to the API
From here on, the number stops being used from the app and starts answering from the provider’s platform.
What almost nobody warns you about before migrating
The app chat history does not transfer to the API. If a customer wrote to you six months ago and that conversation matters, export it before migrating: there is no way to recover it from the new platform afterward.

The API is just the pipe. What answers on the other end is up to you.
